The US, Japan and South Korea should support Taiwan’s Charter for Permanent Peace to lead China to democratize, forcing North Korea to follow suit and drop its nuclear weapons program. China and Russia claim to be ‘responsible major powers’, thus they should not enable North Korea’s continued militarism. US support of constitutional reform would lead China and Russia to democratize, which would pressure North Korea in turn to adopt democracy.
